The Rooks County Board of Commissioners met with the following present: Chairman, John Ruder, and Members Tim Berland and Kayla Hilbrink. Laura Montgomery, Clerk was present to record the minutes. Virgi Laska was present to write a report for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance
The agenda was accepted as presented.
Ryan McNelly and Kaitlyn Berry with Civic Plus was on Zoom for a presentation to the commissioners on providing a new website for Rooks County Offices.
Berry said they would meet with the departments and discuss what they would like on their part of the website. Civic Plus will do training and provide support to the departments. Each department head would have their own login and limited permission. It will take about three (3) months to set up.
Some of the features include maps, calendars, publication notices, archived documents and notices, fillable forms and contact information with e-mail link.
Total Investment â€“ Initial Term 1 year $6,020.00 for web design. Annual Recurring Services $5,428.50 yearly
contract Initial Term and Renewal Date â€“ 12 months
Initial Term Invoice Schedule â€“ 70% invoiced at signing and 30% invoiced 6 months or completion of implementation of services if earlier.
Rich Bouchey, Road Supervisor, presented a check from Purple Wave for the sale on August 23rd. Ruder made a motion to endorse the check from Purple Wave in the amount of $44,780.00. Berland second the motion and Hilbrink agreed.
Bouchey presented the Sanitation and Road & Bridge monthly reports for August.
Ruder made a motion to endorse the landfill check in the amount of $15,611.20. Berland second the motion and Hilbrink agreed.
Ruder made a motion to wave the landfill fees for the Rooks County Free Fair in the amount of $64.70. Berland second the motion and Hilbrink agreed.
Bouchey was in Salina last week and looked at a 2010 Ford pickup for the shop. The shop pickup is now being used for road signs. Bouchey and the commissioners discussed the purchase of the pickup.
Berland requested an executive session from 10:14 until 10:29 to discuss non-elected personnel with the three commissioners. Ruder second the motion and Hilbrink agreed. Upon returning to open session, there was no further discussion.
Ruder said the commissioners are not going to move forward on the purchase of the pickup at this time.
Bouchey and the commissioners discussed road concerns.
Berland requested an executive session to discuss non-elected personnel from 10:43 to 10:58. Those present were the three commissioners and Rich Bouchey.
Upon returning to open session, Berland made a motion to terminate the Road and Bridge and Sanitation Supervisor effective immediately. Hilbrink second the motion and Ruder agreed.
Ruder said the county is looking for new leadership for the Road & Bridge and Sanitation Departments and the commissioners will have more details later.
Commissioners discussed the hiring and advertising process to replace the supervisor.
Commissioners reviewed September 5th minutes. Ruder made a motion to accept the minutes with corrections. Hilbrink second the motion and Berland agreed.
Marvin Keller was before the commissioners several months ago and requested installing a fence around a water tower in Palco City. The county acquired the property through a delinquent tax sale and would like to convey the property to Palco City. The commissioners asked Montgomery to contact the County Attorney for the process to convey the property.
The commissioners discussed the presentation given by Civic Plus.
The commissioners discussed meeting with the Road and Sanitation Departments. Ruder contacted Sadie and requested a meeting with the road and sanitation crew chiefs today at 5:00 pm in the road office.
The commissioners will tour Stockton Manor next week at 10:30
Ruder made a motion to review and sign weekly vouchers as follows. Hilbrink second the motion and Berland agreed.

Ruder made a motion to sign September 5th minutes. Berland second the motion and Hilbrink agreed.
The commissioners will have a Special Meeting at the Road & Bridge Office at 5:00 pm with the road crew chiefs for the purpose of discussing what is expected of them with the absent of a supervisor.
With no further business to transact, Ruder made a motion to adjourn the meeting. Hilbrink second the motion and Berland agreed.
