COMMISSIONERS’ PROCEEDINGS
October 31, 2023
The Rooks County Board of Commissioners met with the following present: Chairman, John Ruder, and Members Tim Berland and Kayla Hilbrink. Laura Montgomery, Clerk was present to record the minutes. Virgi Laska was present to write a report for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.
The agenda was accepted as presented.
April Brown, Register of Deeds, was in to present new software program quotes for her office. She likes Tyler Technologies but the cost for the programs is more. The set-up fee is $48,100 plus an annual fee of $6,400 and then added fees for other programs.
Brown presented two different quotes for Harris Recording Solutions. The On Prem Solutions set-up fee is $62,775 plus an annual fee of $17,400. The Hosted Solution is the same but includes Managed Services with Disaster Recovery fee of $22,800. Both prices include all programs.
Both Harris and Tyler Technologies offer online viewing of deeds. Berland is against this because he feels like it will hurt the local title companies. Brown said she isn’t ready to do the online viewing.
Brown presented a quote from Fedlar: annual fee $4,500, Implementation Services (one-time fee) $17,500 and a Server Option of $4,000 annually. Fiddler is the cheapest but she didn’t care for the program.
There is still money in the LATCF to help pay for the new program. Brown isn’t using the RVI program anymore because of incompatibility with her scanner. She uses a photo software program that isn’t connected to Patriot.
The commissioners reviewed October 24th minutes. Ruder made a motion to accept the minutes with corrections. Hilbrink second the motion and Berland agreed.
Tim Colburn, Road Supervisor Interim, weekly report: The air compressor he talked about last week did go out. He got a quote from CAT to replace it and also got some quotes for rentals. The compressor is 30 years old and they can’t find some of the parts. The commissioners agreed to renting the equipment.
They are still working on the chip sealing project in Damar. Colburn and the commissioners discussed what has gone wrong and what is being done to get the project moving forward.
The section-men were out blading the roads that had rain last week.
Ruder asked about the Zurich black top. Colburn said it was shut down because of the cold temperatures.
Ruder made a motion to go into executive session from 9:45am to 9:55 am to discuss non-elected personnel with the three commissioners and Colburn. Berland second the motion and Hilbrink agreed. Upon returning to open session there was no further discussion.
Berland said he had a complaint on the Logan Road. Colburn said the grader is being worked on and when it is fixed, they will work on the road.
Colburn and the commissioners discussed roads concerns.
Danny Knoll, Sanitation Crew Chief, was in to discuss landfill concerns. He hasn’t talked to anyone with M&D about the dirt. Pfeifer has all of the metal cleaned up. Penco will be out this week to shoot the floor grade for the pits and boundaries.
Butch Post, EMD was in to visit with the commissioners about the LEPC meeting. Troy Rudman is the new chairman, Megan Niblock is the new treasurer and Lori Eichman is the new vice chairman. They worked on the IPPW calendar.
Post and the commissioners review the job advertisement for the Emergency Management Director.
Ruder made a motion to go into executive session to discuss non-elected personnel from 10:26am to 10:31am with the three commissioners and Post. Berland second the motion and Hilbrink agreed. Upon returning to open session there was no further discussion.
Hilbrink made a motion to sign October 24th minutes, Ruder second the motion and Berland agreed.
Ruder made a motion to sign the check from the State of Kansas for the Water Resource Rent in the amount of $1,000. Berland second the motion and Hilbrink agreed.
Hilbrink weekly report: This is Hilbrink’s last day as she has accepted a position as Stockton City Manager. Hilbrink received noticed from David Harper that the State sent a distribution to the county clerks last week.
Berland weekly report: Berland visited with a few people about roads.
Ruder weekly report: He had a Red Bud Board meeting on Thursday. They discussion on how to transfer the property from the County to Plainville City and then to the 501C.
The commissioners received a letter from Red Bud concerning transferring of the property the Red Bud Property.
Ruder made a motion to sign a credit card application for the Road and Sanitation Departments. Hilbrink second the motion and Berland agreed.
Ruder made a motion to review and approve the end of the month vouchers and payroll as follows. Hilbrink second the motion and Berland agreed.
