Pioneer Country Development, Inc. (PCDI) is a Certified Development Company (CDC), certified by the Small Business Administration (SBA) to package, close and service SBA 504 loans.  The 504 loans are just one of the many financing options for startup or expanding businesses in northwest Kansas.  In the past twenty years, well over 100 million dollars in business loans have been packaged and approved.  These businesses range from a $3,500 loan for a beauty shop, up to a multi-million dollar manufacturing plant.

In addition to packaging the loan applications, PCDI also works very closely with the Kansas Department of Commerce & Housing in obtaining Kansas Industrial Training (KIT) and Retraining (KIR) grants for businesses in need of training employees.  Startup and expanding businesses are encouraged to utilize the Kansas Enterprise Zone tax credits.  These include sales tax exemption on construction materials and job tax credits based on employment criteria.  These tax credits are applied against your Kansas Income Tax.

All of Pioneer Country Development, Inc. employees have taken and passed the National Development Council’s Economic Development Certifications.  These are four one week courses, with testing at the completion of each weeks course.  At the end of the fourth week, a four to six hour comprehensive test must be passed for final certification.

Julia Kollman was hired as the Business Finance Officer in August of 2020. She is a Northwest Kansas native living in Stockton for most of her life. She worked as an ag/commercial loan operations specialist at a local bank prior to her employment with NWKPDC and PCDI. Julia completed her Bachelor of Science Degree in Business Administration from Fort Hays State University.

Randall Hrabe is the Executive Director of both PCDI and the Northwest Kansas Planning and Development Commission.  Randall has been employed by the organization for 14 years, has an additional 4 years of banking experience and private business experience.
