COMMISSIONERS’ PROCEEDING

September 27, 2022

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Members, Greg Balthazor and Tim Berland. Laura Montgomery, County Clerk, was present to write the minutes.  Virgie Laska was present to write a report for the Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.

The agenda was accepted as presented.

Reviewed the minutes from September 20th.  Ruder made a motion to approve the minutes with corrections. Berland second the motion and Balthazor agreed.

Berland weekly report: Discussed the rain received and the road crew out working the roads after the rain.

Balthazor weekly report: Reported he saw the road crew out working after the rain.  He had a complaint from a taxpayer about fees for using a credit card to pay taxes. Discussed how the credit cards are charging an extra fee and the county doesn’t receive the extra fee. Anyone who uses a credit card to pay for taxes are notified of this in writing before payment.

Ruder said he has a Red Bud meeting on October 6th at 4:00 p.m. There will be the 2nd report on the feasibility study. This includes the location for the new building.  Ruder said he talked to someone who said the August report is considerable better on the help at Red Bud.

Ruder made a motion to endorse the check from EMC Insurance in the amount of $16,603.60 for building damage in June.

Sadie Look was in for Rich Bouchey, Road Supervisor. Look presented the commissioners a spread sheet on wages and county insurance for Rooks, Norton, Osborne, Phillips, Smith & Trego. The commissioners discussed how Rooks County wages and benefits compare to other counties.

Nine of the eleven road graders were out on Friday to work the roads because it had rained the day before. No one worked on Saturday.

The commissioners discussed different options for increasing wages in the road department. Ruder doesn’t want to increase wages because it would have to happen county wide. He thinks the best option is to let the department head reclassify the employees. Because there have been no applications for the open positions, Berland thinks we need to increase wages to be more competitive for new employees.

Ruder made a motion to endorse the check from Independence Community for reimbursement for a cancelled class for e-community. Berland second the motion and Balthazor agreed.

Balthazor made a motion to sign the September 20th minutes. Ruder second the motion and Berland agreed.

Ruder made a motion to endorse the check from the State of Kansas for the water resource building in the amount of $1,000. Balthazor second the motion and Berland agreed.

Ruder signed the replacement check to Nex-Tech in the amount of $95.53.

Ruder made a motion to pay for the repairs to the outside of the Health Department building and for the replacement of the front door out of ARPA Funds.  This is for State Glass in the amount of $3,125.00 and Mid Continental Restoration in the amount of $27,285.00.  Berland second the motion and Balthazor agreed.

Received from KAC a request for a voting delegate and alternate for the 47th conference in Overland Park. This was tabled until the next meeting.

With no further business to transact, Ruder made a motion to adjourn the meeting. Berland second the motion and Balthazor agreed.
