The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Members, Greg Balthazor and Tim Berland. Laura Montgomery, County Clerk, was present to write the minutes.  Virgie Laska was present to write a report for the Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance. 

The agenda was accepted as presented.

Ronda Morgan was in for approval on shirts for the appraisers. The shirts were on back order and the company bill all of the shirts at the same time instead of when they were order.  The total is $896.67. Ruder motion to approve the purchase of appraiser shirts in the amount of $896.67. Balthazor second the motion and Berland agreed.

The commissioners reviewed the minutes of Sept 13th and approved with a minor correction.

Balthazor weekly report: Balthazor reported he attended the RCED meeting on Monday. They have a new member; Linus Pfannestiel from Damar. He is helping Palco get a grant for an apartment type housing. The County Airport is on the list for the “Fly In” on Oct 7th from 1:30 pm to 3:00 pm. There are two new business inquires in Stockton. Balthazor visited with County Attorney Daniel Muir about the Road and Bridge over the last week.  If Bouchey wants to use his own vehicle he needs to fill out a mileage voucher. Balthazor questioned the increase on the work comp insurance. Montgomery explained that Mark Lowry from Heritage Insurance had been in the office to review the county’s records for workmen comp. Lowry thinks there may be an error on the audit and will look into it.

Berland weekly report: He still has a complaint on the same road, P Road between 4 and 5 Road. The small rain showers have been keeping the dust down on the roads.

Ruder weekly report: An updated on the feasibility study for Red Bud Village will be available by next week. This is the 2nd part of the study.

Ruder made a motion to change the fees for Voter Registration Data Requests. Balthazor second the motion and Berland agreed. The new fees are $5.00 base fee for any e-mail list and .02 cents per name. $10 base fee for printed hard copy and .02 cents per name. For a county-wide report, $75 e-mail, $25 for District (less than county-wide) e-mail.

Balthazor made a motion to sign September 6th and September 13th minutes. Ruder second the motion and Berland agreed.

Commissioners reviewed the e-mails from KRNC and KAC.

The commissioners also reviewed the Statement of Loss from EMC.

Rich Bouchey, Road & Bridge Supervisor, requested 4 hours of funeral leave for the employees that want to attend the funeral for the employee who had passed away.  This was approved by the commissioners.

The motor grader is back from Concordia and it has been running with no problems. Bouchey attend the NW KS Highway meeting last Wednesday. There were 14 counties out of 18 at the meeting. There was a presentation on information about bridges. They are working on a program to take the information from the counties that is going to the state and make it usable. Sadie sent out questionnaire to local counties and should have information next week.

The red water truck is going again. Berland mentioned P Road between 4 and 5 Roads as needing some work done on it. The truckers have quit hauling sand and are now hauling rock. Bouchey and Commissioners discussed road concerns. The commissioners received an official request from USPS on the Logan Road. Bouchey will send someone to view the road.

The dozier is at the shop for maintenance. Cat should be coming around to do the big maintenance on equipment. A couple of guys are still mowing the ditches. Bouchey took his new truck to have lights put on it.

Danny Knoll had built a ramp for someone to use to gain access to their house and they no longer want it so Bouchey is going to use it to replace the one at the office.

They dug a new hole at the stock yard by the Landfill for water. It is already filling with ground water for the road crew to use. The commissioners and Bouchey discussed road maintenance and personnel.

The letter from EMC Insurance said they are still waiting on pricing for the awning at the Health Department and the EFIS siding at the jail.

Ruder made a motion to endorse the check from EMC in the amount of $6,980.40 for property damaged in the June hail storm. Balthazor second the motion and Berland agreed.

Received from City of Stockton a check in the amount of $106, 979.32 for law enforcement.

Ruder made a motion to sign the agreement between John Grover and the County for work on severed mineral interest. Balthazor second the motion and Berland agreed.  The commissioners reviewed the statement from Mail Services. The clerk will pay out of her fund and the state will reimburse the county.

In leu of flowers, the Morgan family would like a donation to Hays Med Hospice/Palliative Care. The commissioners agreed to this.

The Zoom account set up by Ruthmary Muir is going to expire in October. Montgomery asked if the commissioners wanted to renew or let it expire and use the Sheriff’s account. The commissioners decided to let the account expired and they would use either the Sheriff’s or RCED account.

Berland asked Montgomery to set up a meeting with K-Camp for insurance.

Balthazor requested an executive session to discuss non-elected personnel. Ruder made a motion to go into executive session from 10:37 to 10:47 to discuss non-elected personnel with the three commissioners present. Balthazor seconded the motion and Berland agreed.

Upon return to open session there was no further discussion.

Kin Northup, Treasurer, presented the commissioner vouchers for small funds to be approved and signed. Ruder made a motion to review and sign small funds vouchers.  Berland second the motion and Balthazor agreed.

Larry Schaffer purchased 2 oil wells that are delinquent from 2018.  He is asking the commissioners to waive the interest in the amount of $275.40.  Ruder made a motion to waive the interest for Mr. Schaffer in the amount of $275.40. Balthazor second the motion and Berland agreed.

Berland made a motion to review and sign weekly vouchers as follows: Ruder second the motion and Balthazor agreed.

With no further business to transact, Ruder made a motion to adjourn.  Berland second the motion and Balthazor agreed.
