COMMISSIONERS’ PROCEEDINGS

September 19, 2023

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Members Tim Berland and Kayla Hilbrink. Laura Montgomery, Clerk was present to record the minutes.  Virgi Laska was present to write a report for Stockton Sentinel and Tonia Goertz with the Plainville Times. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.

Danny Knoll was added to the agenda with Sadie Look. The agenda was accepted.

Darin Dutcher with Huber & Associates was on Zoom for a presentation to the commissioners on providing a new website for Rooks County Offices.

Dutcher started by giving some of his work history and experience with doing websites. He presented different website designs he has done for other counties and cities and some of the features they provide. Montgomery asked some questions about the services. They will provide training and support by zoom or phone and it will take about 3 months to get the website set up.

They have three levels of Services:

Silver – $150 per month with an investment of $600 down. Includes WordPress site to in-house hosting services, daily backups and two small tasks per month to assist you with basic content management across the site.

Gold – $275 per month with investment $1,250 down. Includes WordPress site to in-house hosting services, daily backups, two small tasks per month to assist you with basic content management across the site and a new design every three years.

Platinum – $400 per month investment $1,250 down. Includes WordPress site to in-house hosting services, daily backups, unlimited small tasks per month to assist you with basic content management across the site and a new design every three years.

Sadie Look, Road Secretary, presented the State refund check for the fuel refund tax. Rude made a motion to accept the check from the State of Kansas for fuel refund tax in the amount of $4,459.52. Hilbrink second the motion and Berland agreed.

Berland made a motion to accept the monthly fuel bid from Farmer’s Union, diesel fuel $3.8574 per gallon and Unleaded fuel $3.0929 per gallon. Ruder second the motion and Hilbrink agreed.

Look presented an employment application to the commissioners.

Look received an e-mail about a grant. Hilbrink will review to see if the county would be eligible.

Look said there are three (3) persons signed up to do training for KDOC inmates, Danny Knoll, Mark Brown and the third person was Rich Bouchey. Maybe Mac Palmer or Tim Colburn could be the third.

Bouchey has turned in all of the keys except one that has been lost. Radios and phone have been turned in. The Sheriff will verify that all of the radios have been returned. Hilbrink requested an inventory be completed.

Ashley Fast still hasn’t taken her test for CDL-Class A. Bouchey was doing the training and now there isn’t anyone at the road department to complete the training. Fast needs to do the written test by the end of the month then complete the class and driving test.  

Look and the commissioners discuss the road credit card and needing to change the contact person.

Hilbrink said she had some complaints on P Rd between 20 Rd and 21 Rd and O Rd between 22 Rd and 24 Rd.

Berland said he visited with Steve Hageman. Back in March on U Rd and 18 Rd, Bouchey removed the fencing to do ditch work. He told Hageman the County would supply materials to replace the fence. The ditch work was done yesterday. Berland contacted Coop to get an estimate on the cost of the supplies needed to do the ½ mile. It was about $2,886.00. Knoll said there is fence building material at the landfill, both posts and corner posts. Ruder said to have Hageman contact Knoll to get the posts. As there is no barbwire at the landfill, Hageman will need to purchase it and the county will reimburse him.

Berland received a call from Josh Holmes who has a 17-year-old son who would like to apply for a job. The commissioners agreed that because of liability, they don’t want to hire him now.

Danny Knoll, Sanitation Crew Chief, requested to change locks on the door and gate at the landfill.

Knoll & the commissioners discussed waiving fees at the landfill for future projects.

Knoll requested hiring a part-time person to cover when he and Chet Rudman need to take time off.

Knoll would like to have the Supervising Job for Sanitation be separate from the Road and Bridge. He feels like the Road Supervisor doesn’t have the time to do both and if there is a problem at the landfill, the responsibility falls back on the landfill employees. The Operating Plan Book has not been updated since Perez was supervisor.  Ruder said the commissioners will discuss separating out the job from supervising position.

Knoll said the old landfill still needs to be maintained and there are sink holes that need to be filled. Ruder asked about cutting and bailing the grass and if it could be put out for bid. Knoll said as long as the bails are picked up in 24 hours that could be done.

Knoll needs to meet with Penco as he doesn’t have any of the papers for the landfill. Some of the landfill area is ready to be closed.

Knoll discussed some bus routes that need to be rocked or maintained.  

Rich Bouchey was in to visit with the commissioners. Ruder made a motion to go into executive session from 10:13 am to 10:20 am with the three commissioner and Rich Bouchey.  Berland second the motion and Hilbrink agreed. Upon returning to open session, there was no further discussion.

Justin Russ was in to discuss road personnel concerns.

Ruder requested an executive session from 10:27am to 10:30 am with the three commissioner and Justin Russ. Berland second the motion and Hilbrink agreed. Upon returning to open session, there was no further discussion.

Rich Bouchey presented an employment application for himself. The commissioners review the application and accepted. Bouchey will work as a dozer operator, Class V.

The commissioners reviewed the minutes for September 12th regular meeting and the minutes the September 12th special meeting. Ruder made a motion to accept the both sets of minutes with corrections. Berland second the motion and Hilbrink agreed.

The commissioners discuss the website presentations.

Berland made a motion to sign September 12th regular meeting minutes and September 12th special meeting minutes.  Ruder second the motion and Hilbrink agreed.

Ruder made a motion to appoint Tim Colburn as Road & Bridge and Sanitation Interim Supervisor. Hilbrink second the motion and Berland agreed.  Ruder will contact Colburn.

Berland made a motion to sign and approve the weekly vouchers as follows. Hilbrink second the motion and Ruder agreed.

The commissioners had a tour of the new Stockton Valley Manor at 11:30 am.

With no further business to transact, Ruder made a motion to adjourn the meeting. Hilbrink second the motion and Berland agreed.
