COMMISSIONERS’ PROCEEDING

October 25, 2022

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Member, Tim Berland. Member Greg Balthazor was absent. Laura Montgomery, County Clerk, was present to write the minutes.  Virgie Laska was present to write a report for the Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.

The agenda was accepted as presented.

Roger Hrabe, Economic Director, was in requesting permission to renew the Neighborhood Revitalization Program for another 3 years. He discussed the benefits of the program with the commissioners.

Ruder made a motion to allow Hrabe to renew the Neighborhood Revitalization Program for another 3 years. Berland second the motion.

Ruder made a motion to sign the letter notifying the departments of transfer of funds from Equipment Reserve Funds back to County General Fund. Berland second the motion.

The commissioners review the October 18th minutes. Ruder made amotion to approve the minutes with corrections. Berland second the motion.

Ruder made a motion to sign the fund transfer requests for the County Treasurer as follows. Berland second the motion.

Montgomery requested no meeting on Tuesday November 8th so she can run the General Election. This was approved by the Commissioners

Ruder made a motion to sign the CMB request for Chesapeake Road House LLC. Berland second the motion.

Ruder has been out the golf course to look at what is being done for the new restaurant. He discussed the changes that have been made to the building by the owner of Chesapeake Road House LLC to get it ready to open for business and the repairs needed.

Ruder said Bouchey is working on the Logan Road. The yellow truck is at Steel Fab. A buoy pump would be better on the truck. Commissioners are in agreement to put the buoy pump on the yellow water truck.

Berland made a motion to sign the October 18th minutes. Ruder second agreed.

Berland weekly report: He didn’t have any road complaints or concerns.

The commissioners discussed the wind storm on Sunday.

Ruder received a phone call from a concern citizen of Rooks County regarding Wilkens. The citizen had talked to Steve Wilkens and was told if there is to be an expansion, it may not be in Rooks County. The citizen feels the county can’t lose a business because of taxes. Ruder had discussed the conversation with Roger Hrabe. Wilkens would be eligible for an IRB but Stockton City would need to start the process. The commissioners discuss options the county has to keep Wilkens and their employees here in Rooks County.

The commissioners discussed the reason behind the wage increase at the Road and Bridge and Landfill and if the increase should include the Noxious Weed Department.

Ruder made a motion to include the Weed Department in the wage increase along with the Road & Bridge and Landfill Departments. Berland second the motion.

The commissioners returned a call to Mike Klein, Noxious Weed Director to inform him that his department would also get the wage increase.

Berland made a motion to review and approve the weekly vouchers as follows. Ruder second the motion.

The commissioners will meet next week on Monday, October 31st  for end of the month vouchers and payroll.  There will be no meeting on Tuesday, November 1st.

With no further business to transact, Ruder made a motion to adjourn the meeting. Berland Second the motion.
