September 28, 2021


The Rooks County Board of Commissioners met in regular session.  Commissioners present were:  Chairman, John Ruder; and Members, Greg Balthazor and Tim Berland.  Ruthmary Muir, Rooks County Clerk, was present to write the minutes.  Virgi Laska, with the Stockton Sentinel, was present as well.  Ruder called the meeting to order, and asked all to rise and recite the Pledge of Allegiance.  The agenda was approved after noting neither appointment would not be in attendance.  The Road & Bridge Supervisor had to travel for truck repairs, and the Sheriff was called away.  The Sheriff did give the Commissioners some information to go over. 

The Commissioners reviewed the minutes from September 21st.  Ruder made a motion to approve the minutes of September 21st with a minor adjustment.  Balthazor seconded the motion, and Berland agreed.  After the minutes were printed, Balthazor made a motion to sign the corrected minutes.  Ruder seconded this motion, and Berland agreed. 

The Commissioners asked about any new information with the ARPA funding.  The County Clerk had been in contact with the consultants, Swindoll, Janzen, Hawk & Loyd.  They received information from the County Clerk to double check all receipt loss calculations.  They will be gathering and utilizing audited 2020 financials.  The County Clerk has sent to SJHL the 2020 audited financials, and the single audit review report.  Written policies may need to be worked and improved on before any major purchases are made.

The County Sheriff has sent a billing to the City of Plainville for an individual that had been sent to jail through municipal court for sixty (60) days.  Plainville City seems unwilling to pay the charges.  The billing is protocol and dictated by statute for the Sheriff to do so.  Stockton City is under contract for law enforcement with the County, but they still hold their own municipal court cases.  The Commissioners are backing the Sheriff with the billing, as long as the practice is fair between the two cities, and the rules apply to both Plainville and Stockton when going through the municipal courts. 

The Commissioners updated Berland on the meeting held the previous week with the department heads concerning the wage and salary policies.  Berland will look at the policies and this will be discussed at a further time.  

In weekly reports, Balthazor reported he had talked to Marian Conyac and she says there is a large hole near her entrance.  The Road & Bridge crew will take care of this.  Roger Hrabe, the Economic Development Director, had asked the economic development board about taking a coaching position with the Plainville School.  The economic development board approved this if it does not interfere with his County Economic Development duties. 

Ruder had attended a Red Board Village Board meeting.  He reported the census is down at the nursing facility, but good at the assisted living complex.  The new administrator’s first day will be October 4th.  The buildings are doing fine right now.  The board had accepted the interim administrator’s resignation letter as of October 4th.  The interim administrator will be assigned a new title and stay on in an advisory role for a few months.   Ruder said a feasibility study has been done previously, and another one is not needed.  The feasibility study will be sent to the Rooks County Commissioners soon. 

Ruder mentioned the Purple Wave Auction with the Road & Bridge equipment should be ended on this day.

Berland mentioned he had noticed the Road & Bridge crew had done some mowing, but he had just returned from his vacation and did not have a report. 

Berland discussed the idea of training the Road & Bridge crew to help the Noxious Weed Director with the spraying of the ditches.  The men could spray several miles versus mowing one mile.

With no further business to transact, the Board was reminded about meeting on Thursday, September 30th for payroll and end of the month vouchers.  Ruder made a motion to adjourn the meeting.  Berland seconded the motion, and Balthazor agreed.
