The Rooks County Board of Commissioners met in regular session. Those present were the Commissioners: Corky Hagan and Greg Balthazor. John Ruder was absent. Ruthmary Muir, Rooks County Clerk, was present to write the minutes. Others present were: Virgi Laska, with the Stockton Sentinel; Butch Post, Emergency Management; Heather Poore, Rooks County Appraiser; Gail Gibbs, Office Manager for the Sheriff; and Gary Knight, Rooks County Sheriff. Hagan was assigned Chairman in Ruder’s absence, and he called the meeting to order. The Pledge of Allegiance was recited, and the agenda was approved.
Gary Knight, Sheriff, presented the Law Enforcement contract that the City of Stockton had signed. Hagan made a motion to sign the Law Enforcement contract between the City of Stockton and Rooks County. Balthazor seconded the motion. Law Enforcement Contract is filed in the County Clerk’s Office.
Knight updated the Board on a meeting held with the Executive Board of the Rooks County Free Fair, the County Health Nurse, Stockton City officials and the Sheriff. Cleaning protocols were discussed; and how to address several different issues that may arise. The County Health Nurse recommended the Fair Board only having a 4-H fair.
Knight and Heather Poore discussed the issue of splitting NG911 from the Appraiser/GIS department with the resignation of the GIS Director. Some equipment may need to be moved to the Sheriff/Emergency Management Department at the jail; some equipment will be moved to the second floor. The ARC software and the 911 address files were discussed. Contracts had been received for RNS digital services and other software maintenance. The Commissioners asked the department heads to work out the situation to the best of their ability. The budgets have not been decided upon at this time.
Hagan made a motion to approve the Appraiser using Clint Offutt, GIS Specialist for data maintenance in the amount of $7,500 per year. Balthazor seconded the motion.
Hagan made a motion to approve the Appraiser advertising for a personal property clerk for the Appraiser’s Office. Balthazor seconded the motion.
Lori Eichman, Rooks County Health Department Administrator, presented the contract for WIC for the 2021 year. Hagan made a motion to sign the Letter of Agreement between the Osborne County Health department and the Rooks County Health department where the Rooks County Health Department will conduct the WIC program as a sub-agency for the Osborne County Health Department WIC program. Balthazor seconded the motion.
Eichman updated the Commissioner with COVID news. All nine (9) Rooks County cases have all been classified as recovered. Eichman had met with the county schools. A very large document had been made by the Department of Education in reference to opening the school in the fall. All three districts would like to hire a fulltime nurse on contract to cover the COVID regulations during this pandemic time.
Butch Post, Emergency Management, said he had met with the school as well. They had thought the contract school nurse would be a good idea for the direct aide through SPARK. The SPARK funding was discussed, and Balthazor made a motion to call Witt O’Brien and contract with them to help facilitate the funding. Hagan seconded this motion. The County Clerk will contact them and get guidelines to start the process. Appointments have been submitted to the State for Ruthmary Muir, Rooks County Clerk, as first contact for Rooks County and Butch Post as alternate contact for Rooks County.
Rich Bouchey, Road & Bridge Supervisor, presented the monthly fuel bids. Farmers Union received the low bid. Bids as follows:
Midland Marketing Diesel $10,074.00
Farmers Union Diesel $9,852.00
Bosselman’s Diesel $10,074.00
Bouchey presented the fee reports for both the Road & Bridge Department and the Sanitation Department for the months of May and June. Hagan made a motion to approve both the Road & Bridge fee reports and the Sanitation fee reports for the months of May and June. Balthazor seconded the motion.
A check in the amount of $1,764.00 was received from Steve Hageman for the farm lease. Hagan made a motion to sign the farm lease check in the amount of $1,764.00. Balthazor seconded the motion.
Hagan made a motion to sign the Landfill check in the amount of $9,064.50 for cash and receipts for the months of May and June. Balthazor seconded the motion.
Bouchey had been contacted by a resident asking about putting a fence along a right of way on 5 Road south of AA Road. They plan to get a survey done to see the where the ownership lines are.
Another resident had asked if 5 Road north of Highway 24 between Sections 26/27 is an open road. Bouchey will check on this.
Bouchey said the landfill employees will stagger their hours for the 36-hour work week in order keep the Landfill open with the current schedule. Bouchey asked about his 2021 budget.
Road sign maintenance and a few road concerns were discussed. Bouchey said he plans to do a project at 20/E Road where the wood side boards have collapsed around the culvert. He plans to put in a 30’ culvert.
The minutes from July 7 were reviewed. Balthazor made a motion to approve the minutes with a minor correction. Hagan seconded the motion. After the minutes were printed, Hagan made a motion to sign the corrected minutes of July 7. Balthazor seconded this motion.
Hagan made a motion to review, approve and sign the weekly vouchers as follows. Balthazor seconded the motion.
