The Rooks County Board of Commissioners met in regular session. Those present were the Commissioners: John Ruder, Corky Hagan, and Greg Balthazor. Ruthmary Muir, Rooks County Clerk, was present to write the minutes. Virgi Laska, with the Stockton Sentinel, was also present. Gary Knight, Rooks County Sheriff, Mark Lowry, with Heritage Insurance, and Jessica Norris, with NexTech, were all present as well for their scheduled appointments. Chairman Ruder asked all to rise and recite the Pledge of Allegiance. The agenda was approved.
Gary Knight, Rooks County Sheriff, inquired about a work policy question for a new employee. The new employee asked to accrue eight (8) hours of vacation instead of four (4) hours a month for the first year as stated in the policy. This was not approved.
Mark Lowry, with Heritage Insurance, brought in the supplemental professional liability insurance policy for the Health Department for signature. Ruder made a motion to sign the nurse’s professional liability insurance policy. Hagan seconded the motion, and Balthazor agreed.
Jessica Norris, with NexTech, reported the video service agreement with Rooks County needed renewed. NexTech is a subsidiary of Rural Telephone Service Co., Inc. and has been granted by the State of Kansas to provide video service to cover Rooks County. NexTech agrees to comply with Rooks County local right of way ordinances to the extent the ordinances are applicable. This agreement will auto-renew with the Commissioner’s approval. Ruder made a motion to enter into the video service agreement. Hagan seconded the motion, and Balthazor agreed.
The Commissioner reviewed the minutes of January 14th. Ruder made a motion to approve the minutes of January 14th with a few minor corrections made. Hagan seconded the motion, and Balthazor agreed. After the corrected minutes were printed, Hagan made a motion to sign the minutes of January 14th. Ruder seconded the motion, and Balthazor agreed.
In weekly reports, Hagan had received a call about a hole on a bridge off Highway 24 on 2 Road. Bouchey had been notified and will check it out. Balthazor had received a few comments about the ice and a compliment about an area that had been fixed. Ruder said he had noticed the snow-removal building at the airport is progressing. Ruder asked if there had been any news about the snow removal equipment. Balthazor reported that this had not been discussed recently at the meeting.
Hagan made a motion to accept the 2019 annual reports from Township #1 and Township #5. Ruder seconded the motion, and Balthazor agreed.
The Rooks County Airport Commission had submitted the following appointments for a three-year term to their board.
Jonathan Berkley, Stockton
Justin Casey, Plainville
Holly Buss, Stockton
Balthazor made a motion to accept the appointments as submitted. Ruder seconded the motion, and Hagan agreed.
Two of the local schools (Plainville After Prom Committee and the SHS After Prom Bash) have submitted requests for funding to help with their after-prom activities. Hagan made a motion to appropriate $300.00 to each of the County schools for their after-prom activities. Balthazor seconded the motion, and Ruder agreed with the comment that he would like the Palco school committee submit their request before receiving the funds.
Rich Bouchey, Road & Bridge Supervisor, was present for his weekly reports. Bouchey had just heard that an employee had slipped and fallen on the ice at the Casey Pit and was taken by ambulance. His report was shortened, due to wanting to check out this accident.
Bouchey had talked to the local banks about the truck loans. He is still waiting on truck box quotes.
Repairs for the #48 Mac water Truck were discussed. Bouchey said the hole by the bridge on 2 Road has been taken care of.
Ruder made a motion to sign the 2020 Boundary Validation Program received from the US Department of Commerce/US Census Bureau reporting the legal boundary for Rooks County is correct. Hagan seconded the motion, and Balthazor agreed.
Roque Garcia, Rooks County Custodian, asked to get rid of the old stove located on the fourth floor of the Courthouse. It will no longer be used, and he has an option to get rid of it for about $50.00. Ruder made a motion to declare the old stove as excess property worth much less than $100.00. Balthazor seconded the motion, and Hagan agreed.
Garcia reported that a company working for EMC Insurance would be in the Courthouse on Thursday, January 23rd to appraise the facility.
Ruder made a motion to review, approve and sign the weekly vouchers as follows. Balthazor seconded the motion, and Hagan agreed.
