COMMISSIONERS’ PROCEEDINGS

February 21, 2023

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Member Kayla Hilbrink. Tim Berland was absent. Laura Montgomery, County Clerk, was present to record the minutes.  Virgie Laska was present to write a report for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.

The agenda was accepted as presented.

Gary Knight, Sheriff, was in regarding the purchasing of new radios for personnel and sheriff vehicles. The state is requiring encrypted radios for the Sheriff Department. He would like to sell the old radios but he will need to do so before the end of year to get the best price for them. The old radios are 10 to 15 years old.  The commissioners agreed for Knight to sell the old radios. Hilbrink moved to use ARPA Funds to purchase 11 encrypted radios for the vehicles and 14 portable radios in the amount of 82,565.62. Ruder second the motion.

Quintin Meyers, Plainville City Mayor, was in to visit with the commissioners about the Red Bud facility. He will present any discussion from today to the Plainville City council tonight. He is hoping to come to an agreement between the County and City on funding of the facility to carry the facility through to the building phase. In October of 2021 the doors were going to close because the facility was so far in debt that it couldn’t continue to operate without help. This is when the Senior Services Board decided to bring in Action Pact. It was the right thing to do to keep it open and it continues to be the right thing.  There was another water pipe break inside the building over the weekend. Because of the age of the building, problems like this are happening more often. If the County doesn’t come up with some funding, the City of Plainville will not move forward to take over the building and facility. Meyers said he doesn’t want to see the city walk away and leave the county with all of the financial responsibility. He knows the county budgeted funds for the facility. He proposed the county transfer those funds to the facility when Plainville City acquires the building. Hilbrink voiced her concerns. Ruder and Hilbrink like the idea to transfer the $75,000 at the time Plainville City acquires the building. There is a meeting on Thursday at 4:00 p.m. at the education center with Senior Services Board, Action Pact and Plainville City Council. Hilbrink was invited to attend. The meeting is open to the public.

Butch Post, EMD, was in to request an increase in his salary. Part of his salary is funded by a grant. When he starting working for the county, the grant was $6,000 and now it $17,000. His position has evolved and grown over the years and it is a state mandated position. The commissioners will review his request next week when Berland is present.

Rich Bouchey, Road Supervisor weekly Report: Bouchey present a resolution to renew the 5-year plan at the landfill.  Hilbrink moved to accept Resolution 2023 R-3 for the Rooks County Five Year Solid Waste Management Plan. Ruder second the motion.

ROOKS COUNTY KANSAS

A RESOLUTION ADOPTING THE ROOKS COUNTY FIVE YEAR SOLID WASTE MANAGEMENT PLAN AS CONTAINED HEREIN AND TO BE SUBMITTED TO THE KANSAS DEPARTMENT OF HEALTH AND ENVIROMENT.

WHERE AS, The Rooks County Commission has available said Solid Waste management plan for public view and comment; and

WHERE AS, The Rooks County Commissioner has approved said Solid Waste Management plan with a majority vote and a quorum present; and

NOW, THEREFORE, BE IT RESOLVED THAT: The Governing Body of Rooks County, Kansas hereby certifies its adoption of the Solid Waste Management Plan; and

BE IT FUTHER RESOLVED THAT: The Governing Body of Rooks County, Kansas hereby certifies that such versions of the Rooks County Solid Waste Management Plan are true and correct, and complete copies of said solid waste management reports; and

BE IT FUTHER RESOLVED THAT: The Governing Body of Rooks County, Kansas, hereby requests that the Kansas Department of Health and Environment approve said Rooks County Solid Waste Planning Authority Solid Waste Management Plan.

Hilbrink said Kelli Hansen will do a tourism grant for the county for funding on the Zurich Blacktop Road (10 Road from Highway 18 North). Because it is a major road leading to Webster Lake it will qualify. The grant is due the 27th and Hansen is asking to be paid administration fees.

Ruder made a motion to have Kelli Hansen do a tourism grant for 10 Road north of Zurich and to pay her administration fees. Hilbrink second the motion.

Bouchey drove the county roads over the weekend. He has had employees in graders that don’t normally run a grader. All of the roads are open. He has a crew on AA Road & 11 Road taking trees out. The crew will be working on Y Road, after they have finished 18 and 19 Roads. Hilbrink had a couple of calls on roads.

Bouchey discussed equipment. He has one truck with no engine and another with a bad transmission. All of the graders are running.  Bouchey requested a Winch for his vehicle. He found one for $2,000 that does 20 thousand pounds. He has one truck with a winch. He would purchase it and then install himself. Commissioners are ok with winch but not for $2,000.

The commissioners reviewed February 14th minutes. Ruder made a motion to accept the minutes with minor corrections. Hilbrink second the motion.

The commissioners review the IRBX for Central Vet Services for 2023. The commissioners granted Drs. Iwanski dba Central Veterinary Services, Inc. an exemption of taxes for the property involved in an IRB. They are meeting their contractual agreement for the property.

The commissioners review their mail.

Hilbrink made a motion for the week of March 18th to be MS Awareness Week. Ruder second the motion and a letter will be sent to Mr. Frank Austin. The commissioners were invited to SW Kansas Summit on March 9th. Rooks County will not participate. Received from Historical Society, Rick Gianni, Coordinator, minutes from their meeting to keep the commissioner informed about what is going on at the museum.

Ruder made a motion to endorse Township #1 bond check in the amount of $147.97, and Township #4 bond check in the amount $87.78. Hilbrink second the motion.

Ruder made a motion to sign February 14th minutes. Hilbrink second the motion.

Lori Eichman, County Health Nurse, presented two grant applications for KDHE for next year. The first application is for local grant dollars and the second is for regional grant dollars.  Hilbrink moved to approve the grant applications to KDHE. Ruder second the motion.

Plainville School district received wands that detect when a student has been vaping from the County Sheriff but they are requesting funding for vaping sensors in the bathrooms.  Hilbrink moved to allow $3,000 for Plainville School out of the alcohol program. Ruder second the motion.

Eichman requested to be allowed to install a keyless entry system on the back door of the health department. The commissioners approved.

Montgomery presented a bill from Garret Insurance for EMS General Liability Insurance.  She called Mark Lowry and he said it has been included in the professional liability. Montgomery was under the impression the City of Stockton was to be responsible for this. She visited with David Luke with K-Camp and she shared the e-mail from him. K-Camp doesn’t cover the liability of EMT’s that are not employed by the County. There needs to be a MOU between the County and Stockton City. She will contact K-Camp who will help draw up a MOU. It will be the City’s responsibly to carry the liability insurance.

Ruder made a motion to sign the Notice to the Township for the CMB for unopen containers for Webster’s Bait and Tackle Shop at Webster Lake. Hilbrink second the motion.
