AUGUST 31, 2021

The Rooks County Board of Commissioners met in regular session.  Commissioners present were:  Chairman, John Ruder; and Members, Greg Balthazor and Tim Berland.  Ruthmary Muir, Rooks County Clerk, was present to write the minutes.  Virgi Laska, with the Stockton Sentinel, was also present.  Ruder asked all to rise and recite the Pledge of Allegiance, and the agenda was approved. 

The Commissioners reviewed the minutes of August 24th.  Ruder made a motion to approve the minutes of August 24th with a few minor changes made.  Balthazor seconded the motion, and Berland agreed.  After the minutes were printed, Balthazor made a motion to sign the August 24th minutes.  Ruder seconded the motion, and Berland agreed.

In weekly reports, Balthazor reported he had drove some County roads.  Some roads are rough, and quite a bit of mowing needs to be done. 

Berland mentioned he would be attending the NWK Planning & Development meeting this evening by zoom.  He had also drove some of the County roads; saying they need water to be able to do anything.  The small amounts of rain received over the weekend was not enough to be much help.

Ruder had visited with the interim nursing home administrator at Red Bud Village.  The 501c3 Board has received some inquiries about the nursing home administrator position.  The Board will be setting up some interviews in the near future.  The interim administrator is willing to stay for a month or two after a new hire to make sure the transition goes smoothly.  Ruder relayed to the 501c3 Board that the Rooks County Commissioners are interested in getting a feasibility study done.  Ruder had also talked with Daryl Worcester, with Hill City Roofing.  Worcester thinks the roof at the nursing home needs gable end vents on each end to help with the air conditioning and heating.  Also, the new whirlpool tub that was purchased is in; but not installed yet. 

A letter was written and sent by the County Clerk to a cell phone company ( regarding the County’s zoning regulations.  This was approved. 

Ruder made a motion to sign for deposit the rent check for the Water Resources Building from the State of Kansas in the amount of $1,000.  Berland seconded the motion, and Balthazor agreed. 

Rich Bouchey, Road & Bridge Supervisor, reported he had cleaned out his pickup, and the crew was able to take it to the country for the first time this morning.  It does have a manifold problem that the maintenance department has worked on.  Bouchey will drive a personal vehicle until his pickup is ready for delivery.

Bouchey mentioned he would be attending the Northwest Kansas County Commissioners and Highway Officials fall meeting on September 15th along with Greg Balthazor. 

The Commissioners discussed the mowers – two more have broke down.  Berland had tried to get a hold of Wayne Pfeifer, Graham County’s Road Supervisor, but he was out of the office. 

Bouchey said the Road & Bridge secretary is working on the Federal dollars (90/10 split) to come up with enough receipts to cover the amount of $67,500.  These will be turned in by next week, and the funds will be coming through. 

The Purple Wave Auction for the Road & Bridge Department’s surplus equipment and tools is slated to end on September 28th

Bouchey said he had a quote for a topper for his new pickup for approximately $3,140.  He would like this topper to get put on the pickup while they are getting it ready for delivery instead of trying to get it installed later.  This was approved. 

Mike Klein, Noxious Weed Director, via phone call, asked for approval for the fall spraying.  This was approved.  Klein mentioned he had several land owners signed up already, and they would greatly appreciate it. 

After the meeting on Tuesday of last week was adjourned, a vendor wanted a check immediately for their services of cleaning the oven hood at the jail.  A voucher was submitted for approval.  The Commissioners approved the voucher/check by phone, and Greg Balthazor signed the voucher.  The Vendor picked up the check later in the afternoon.  The voucher and check were for M & J’s Hood Cleaning from WaKeeney in the amount of $375.00. 

Ruder made a motion to review, approve and sign the end of the month vouchers and payroll.  Berland seconded the motion, and Balthazor agreed.

With no further business to transact, Ruder made a motion to adjourn the meeting.  Balthazor seconded the motion, and Berland agreed.
