The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder; and Members, Greg Balthazor and Tim Berland.  Ruthmary Muir, Rooks County Clerk, was present to write the minutes.  Virgi Laska, with the Stockton Sentinel, was also present.  Ruder called the meeting to order, and asked all to stand and recite the Pledge of Allegiance.  The agenda was approved. 

The Commissioners reviewed the minutes of May 10th.  Ruder made a motion to approve the minutes of May 10th with a couple of corrections.  Balthazor seconded the motion, and Berland agreed.  After the minutes were printed, Berland made a motion to sign the corrected minutes of May 10th.  Balthazor seconded the motion, and Ruder agreed. 

In weekly reports, Berland had received a text from Mrs. Brumbaugh saying she had received rain.  Rain reports were reported around the county.  Logan Road was getting powdery and dusty.   Berland reported the south five to six miles of the Logan Road needs moisture and worked badly.  He had received other concerned calls about roads as well. 

Balthazor reported about receiving a text message with a video of the rough roads.  Also, 30 Road near the Darrell Rubottom residence needs a lot of attention as it is very rough. 

Ruder put in a call to Heather Poore, Rooks County Appraiser, to ask about the appraisal valuations with the Wilken’s Manufacturing plant, as he had received a visit from Steve Wilkens.  Poore went back to her office to get some paperwork and will report back later in the meeting.

The Commissioners placed a phone call to Lori Eichman, Rooks County Health Department Administrator, Lori requested closing her office to the public on the day the new flooring will be laid in the offices.  This was approved. 

Ruder made a motion to sign a hand check to Card Services in the amount of $683.17 on check #77988 out of the General Fund.  This check was hand-made because of a printer error on the original.  Balthazor seconded the motion, and Berland agreed. 

Ruder made a motion to sign two Notices to the Township #11 Board for two separate cereal malt beverages for special event golf tournaments to be held on May 28th and June 25th for David Reed doing business with the Rooks County Men’s Golf Association.  The license is to sell cereal malt beverages at retail in said township at the Rooks County Golf Course for the tournaments.  Balthazor seconded the motion, and Berland agreed. 

Ruder made a motion to sign for deposit a bond insurance check received from Twp #12 in the amount of $313.18.  This amount covered both years 2021 and 2022.  Berland seconded the motion, and Balthazor agreed. 

A budget request was received from Northwest Kansas Area for Aging for $7500 which is the same as the previous year.  Ruder made a motion to budget for $7500 and to sign the request agreement.  Balthazor seconded the motion, and Berland agreed. 

A thank you was received from the Palco After Prom Bash for the contribution received from the Commissioners.

Rich Bouchey, Road & Bridge Supervisor, gave his weekly update with the crew’s work.  A used ‘new’ water truck has been purchased from Keller’s.  It is in the shop getting some attention:  The interior of the tank had never been lined.  The other water truck is still in for repairs, along with two motor graders, the dump truck and the Volvo. 

Road concerns were discussed.

The Commissioners questioned Bouchey about the daily work done by the section men and whether the equipment operators do pre-and post-checks with the oil, etc.  The Commissioners would really like the employees to do regular maintenance on their equipment. 

Heather Poore, Rooks County Appraiser, returned to the meeting with some paperwork to discuss the appraisal valuations on the Wilken’s Manufacturing Plant.  Poore explained the “why” as to all the changes made including all additions and improvements to the building. 

The Commissioners reviewed and initialed the Treasurer’s Quarterly Statement dated April 30, 2022.

Ruder made a motion to review and approve the weekly vouchers as follows.  Berland seconded the motion, and Balthazor agreed.

With no further business to transact, Ruder made a motion to adjourn.  Berland seconded the motion, and Balthazor agreed.
