COMMISSIONERS’ PROCEEDINGS

JUNE 27, 2023

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Members Tim Berland and Kayla Hilbrink. Laura Montgomery, County Clerk, was present to record the minutes.  Virgie Laska was present to write a report for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance

The agenda was accepted as presented.

Roger Hrabe, Economic Director, was in to discuss a new grant from State of Kansas CDBG – Covid Resiliency Program (CVR) in the amount of $150,000. Hrabe said there are some stipulations and he will attend the webinar tomorrow that will explain some of the requirements. The funds will go directly to the businesses. As part of the application process, Hrabe will need to send out questionnaires to businesses to find out who will be eligible. Hrabe is working with Corrina Cox, with NWKSP&D. The only problem is the county needs to have a zero balance in micro loans and we still have some money. Hrabe said we don’t need to pay out the funds until we know if we have received the grant.

The Public Hearing for the State of Kansas, CVR Grant will be Tuesday, July 11th at 9:15 am in the County Commissioner’s Room.

Ruder made a motion to approve the June 20th minutes with corrections. Hilbrink second the motion and Berland agreed.

Commissioners discussed the letter received from K-Camp in regards to an increase of 20% to 25% in premiums.

Hilbrink weekly report: She said wheat harvest has started and she mentioned the recent rains.

Berland weekly report: He talked with the person responsible for the FRA reporting and it has been taken care of. He received calls about washouts in the Codell area, on Z Rd between 31 Road & 28 Road. People were unhappy that the roads were not flagged or marked with warning signs. Berland said it took eleven (11) days before the road was fixed.

Ruder weekly report: He had talk with a person who had a water issue on his rural property. Ruder had him to contact Phillip Murrow, County Sanitarian or Kelly Stewart with Water Resource. There is a meeting tonight with Plainville Hospital to discuss the apartments next to Red Bud.

He visited with Gary Knight, Sheriff, about Face Book posts coming from another county department. This has already been addressed.

Montgomery presented the RHID Grant for the hospital for the commissioners to approve and sign. Ruder made a motion to sign application RHID Application for the hospital. Hilbrink second the motion and Berland agreed.

Daryl Worchester, with Hill City Roofing, looked at the roof at Red Bud last week. It is needing to be repaired.

Commissioners received a letter from Adam and Brown LLC about services.

Berland made a motion to sign June 20th minutes. Ruder second the motion and Hilbrink agreed.

Ruder said he visited with the County Attorney about what is needed to convey the building in Plainville to the 501C.

With no other business the commissioners moved to review the county budgets for 2024.

After reviewing the budgets and with no further business to transact, Ruder made a motion to adjourn. Hilbrink second the motion and Berland agreed.
