The Rooks County Commissioners met with the following present:  Chairman, John Ruder; and Members, Greg Balthazor and Tim Berland.  Laura Montgomery, County Clerk, was present to write the minutes.  Virgi Laska, with the Stockton Sentinel, was also present.  Ruder brought the meeting to order and asked all to rise and recite the Pledge of Allegiance.

The agenda was accepted as presented.

Gary Knight, Sheriff, was in to talk to the commissioners. He purchased a new commercial grade washing machine in Hays for the jail. The old one was about 6 years old and he had purchased parts to try to fix it before buying a new machine.

Knight said he thinks the insurance adjustor will total Sterling’s vehicle. Deputy Ramirez hit a deer and his vehicle needs to be repaired but parts are hard to get right now. Knight wants to order a new vehicle in July for delivery next year. He will order the new vehicle from Davis-Moore in Wichita.  He is still waiting on insurance from the hail damage in June.

Heather Poore informed the commissioners that Midland Marketing is taking her to BOTA. She is needing permission to hire an attorney to represent the County. Midland Marketing is fighting the 2021 taxes on Plainville elevator. Poore is going to have BOTA also look at the value for Palco Elevator. Ruder made a motion to allow the Appraiser to hire outside council for BOTA on real estate. Berland second the motion and Balthazor agreed.

The commissioners reviewed June 28th & 30th minutes. Ruder made a motion to approved the minutes with minor corrects. Balthazor second the motion and Berland agreed.

The commissioners reviewed the adjustments for insurance from the June 5th hail storm. The report is from Shawn Hearld from Midwest Adjusting.

Ruder made a motion to sign the additional contract for Hill City Roofing on the Road & Bridge roof. Berland second the motion and Balthazor agreed.

Berland weekly report: Berland had a complaint on 5 Rd, there is about 3 miles, from Q Rd to N Rd, the road has turned to dust. He has already talked to Bouchey about it.

Rich Bouchey, Road & Bridge Supervisors weekly report: There are some problems with the new water truck and it is needing to be fix before they can use it. The pump on it isn’t working. He is still waiting on Kelly’s grader to be repaired.  Still waiting on the red water truck getting the manhole put in. Bouchey has been talking to Dean Hrabe at the Fairgrounds about putting in some work on the track and installing the guardrail.  Kuhlmann or Prockish will do the work. Ruder asked if Bouchey had got Griebel through harvest, Bouchey said yes.  

Balthazor had another call on P Rd. He asked if the grader men reported where they are working. The grader men don’t report to the office everyday but they do keep a log of where and what they have done. Sadie has this information.

The truck with the broken rail was returned to the Road Department but it wasn’t fixed correctly. Bouchey took it back and left the truck to be fixed again.

Berland made a motion to accept the monthly fuel bid from Midland Marketing in the amount of 35,511.80. Ruder second the motion and Balthazor agreed.

John Mapes, with Mapes & Miller, was in to go over the county budgets with the Commissioners. The Revenue Neutral Rate for the County is 57.261 and he doesn’t think the commissioners can stay with that rate. With the budgets given to him, the Est. Tax Rate is 64.788. The Commissioners went through the budgets and made some cuts and adjustments. This brought the mill levy to an Est. Tax Rate of 63.346. 2022 mill levy is 63.048. Mapes will get everything ready and send to Montgomery. The County RNR Hearing and Budget Hearing will be August 23rd at 10:30.

Balthazor made a motion to sign June 28th & June 30th minutes.  Ruder second the motion and Berland agreed.

The commissioners reviewed the State Tax Credit provided by Roger Hrabe. Ruder made a motion to accept the tax credit as presented, Balthazor second the motion and Berland agreed.

Balthazor made a motion to approve and sign the following vouchers: Berland second the motion and Ruder agreed.

With no further business to transact, Ruder made a motion to adjourn the meeting. Balthazor second the motion and Berland agree.
