The Rooks County Board of Commissioners met with the following present: Chairman, Ruder, and Member, Tim Berland. Member Greg Balthazor was absent. Laura Montgomery, Rooks County Clerk, was present to write the minutes. Virgi Laska, with the Stockton Sentinel, was also present. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.
The agenda was approved as presented.
Kim Northup, Treasurer, was in to discuss the delinquent tax sale. The agreement with Klenda Austerman LLC. looks good except for the cost of severed minerals. Northup is going to send a pdf file of the delinquent severed minerals for them to figure out how to charge fees. Northup needs for commissioner to review the agreement with Austerman. Northup’s biggest concern is how or what Austerman will charge the county for unsold severed minerals interest. She will discuss with Austerman about options for fees on unsold mineral interest. Northup will contact Haskel County and find out how their severed mineral interest is done. And she will set up an appointment with Austerman for next week by zoom so the commissioners can discuss and ask question.
Ruder brought up for discussion the building in Plainville that Plainville EMS would like to purchase. They asked Ruder if the County would forgive the delinquent taxes on building. Ruder and Northup both agree this is not a good idea. The County has forgiven interest and fees in the past but never the taxes.
The minutes of July 12 was review and approved with minor corrections.
Commissioners went through their mail. They received a check from the State of Kansas for the Water Resource rent in the amount of $2,000 for July and August. Ruder made a motion to endorse the check, and Berland agreed. Received was a letter from Graham County highway dept. regarding the fall meeting at the Graham County Fairgrounds, on September 14th.
Berland weekly report: He drove from Q Rd to P Rd on 5 Rd. The road is powder, but it is only one mile and not the three miles as he first thought. He had already talked to Rich about road concerns. Also discuss was the water trucks. Berland would like for Bouchey to use the new water truck now and then repair it this winter.
Neither of the Commissioners have heard anything from Ambrosier or Brobst on their road.
Ruder weekly report: He had someone stop in about a road between 23 Rd and Y Rd. The cement culvert was plugged, and the water is backing up into the field making it unusable. Rich has been doing asphalt and did get Y Rd patch. His is working on the county road by Palco. Ruder has a Red Bud meeting Thursday of next week.
Received in the mail an advertisement from CC Roofing.
Berland made a motion to sign July 12th minutes, Ruder second the motion
The County Clerk, Montgomery, asked the Commissioners not to have a meeting August 2 because of the election and she won’t have the time to take minutes. If there are problems and both of her help needs to be at the polls, then she will need to be in the office to answer the phone. Ruder ask her to put on social media that there will be no Commissioner meeting on August 2nd.
Ruder made a motion to sign the Federal Surplus Property Eligibility Application, Berland second the motion.
The commissioner reviewed the agreement from Austerman.
Ruder made a motion to review and sign weekly vouchers as follows, Berland second the motion.
