COMMISSIONERS’ PROCEEDINGS
DECEMBER 14, 2022
The County Commissioners met in special session for the purpose of transferring funds from ARPA to County General and then to Red Bud Nursing Facility.
Those present were John Ruder, Chairman, by phone, Member Greg Balthazor, by face time, and Member Tim Berland, in person. Also present were Laura Montgomery, County Clerk and Kayla Hilbrink. Stockton Sentinel was notified but was not in attendance.
Ruder called the meeting to order. He stated the purpose of the meeting was to transfer $100,000 from ARPA to reimburse the General Fund for the partial amount of January 2022 salary then to transfer the funds to Red Bud Village.
Berland requested having a discussion before making a motion to transfer funds. He asked who was running the facility. Ruder replied it is currently being operated by Action Pack and they specialize in Adult Care with focus on facilities that are in trouble. They are paid $10,000 per month and part of the money is used to pay the administrator in training.
Ruder was told that the funds the county allocates, there are matching funds available.
Balthazor asked how much the City of Plainville has put towards the facility. Ruder said $140,000. The County has already paid $200,000 this year. The amount given to them now will not be paid back to the County.
Berland and Balthazor both agreed they would like to only give $50,000.
Berland made a motion to reimburse from APRA to County General $50,000 for partial payment for January 2022 salaries. Balthazor second the motion. Ruder abstained from voting as he is on the Senior Services Board.
Berland made a motion to transfer the funds to Red Bud Village. Balthazor second the motion. Ruder abstained from voting as he is on the Senior Services Board.
With no further business to transact, Ruder made a motion to adjourn the meeting. Berland second the motion and Balthazor agreed.
