COMMISSIONERS’ PROCEEDINGS
DECEMBER 13, 2022
The Rooks County Board of Commissioners met with the following present: Chairman, John Ruder, and Members, Tim Berland. Member Greg Balthazor was absent. Laura Montgomery, County Clerk, was present to write the minutes. Virgie Laska was present to write a report for the Stockton. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.
Ruder said Bouchey would be unable to make the meeting. The agenda was accepted as presented.
Ruder made a motion to approve December 6th minutes with corrections. Berland second the motion.
Berland weekly report: The Logan Road is still rough in spots. Darrell Keller had left message about the Redline Road. Berland hasn’t talked to him. He saw on face book that it is so bad that Keller has been working on it on his own.
Ruder talked to Mark Lowry about facilitating the transition to K-Camp for 6 months for $10,000. Lowry is agreed to this. He will be paid in full at the end of January out of Commissioner’s budget.
The commissioners reviewed the agreement with Klenda Austerman LLC.
Commissioners opened their mail. Received a Season’s Greetings Card from Gilmore Bell.
Berland made a motion to sign December 6th minute. Ruder second the motion.
The County Attorney was working on a lease agreement with Jason Kephart for the building at Golf Course.
It was in the newspaper that Julie Cole is resigning her position as EMS director. Her last day is January 24th.
Montgomery has been working with Carlotta with Lloyd Group about reimbursement of APRA money to the General Fund. This will free up some funds that can be use to help with expenses at Red Bud.
Ruder called Chuck Comeau. Ruder informed him they have been discussing transferring the building to Plainville City. The Clerk had informed the commissioners that the property needs to be put up for bids and it has to be published for three weeks. Ruder has concerns about putting the property out for bids as anyone would be eligible to place a bid on the building.
Kim Northup, Treasurer, was in to discussion the agreement. She has some questions including, if there is no sale are we obligated for the $275 per parcel? She thinks we need for them to do it all including the sale. It was decided to table the matter until Northup can get some answers.
Marvin Keller was in to request the county transfer a small plot of land to Palco City. The County owns 206 W 1st, Palco. It is north of the tower. He would like to put up a fence around the tower but because of the needed set back, it would be on the county property. Ruder said he would talk to the County Attorney about a QCD. Palco City is planning on putting in a new water treatment plant.
Ruder made a motion to sign the Revitalization Plan for Rooks County, Berland second the motion.
Ruder made a motion to sign two hand written checks to Keller Motors. The check had to be split so part of it could be held until the work was completed. Berland second the motion.
Ruder made a motion to review and sign weekly vouchers as follows. Berland second the motion.

At the request of the commissioners the clerk will pay out the balance of the airport budget in the commissioner’s fund to the Rooks County Regional Airport.
With no further business to transact, Ruder made a motion to adjourn. Berland second the motion.
