COMMISSIONERS’ PROCEEDINGS

AUGUST 8, 2023

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Members Tim Berland and Kayla Hilbrink. Laura Montgomery, County Clerk, was present to record the minutes.  Virgie Laska was present to write a report for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance

Butch Post was added to the agenda and the agenda was accepted.

Roger Hrabe, RCED, was in to request transferring funds from the Micro-Loan Fund to Rooks County Housing Authority to meet the requirements for the State of Kansas CBDG – Covid Resiliency Grant.

Hrabe has been in contact with Lucas Dodder with Economic Innovation Center that was part of the housing incentive program that was available in June. The Housing Authority Committee is looking at giving the Micro-Fund money to them as a match for grants.

Hilbrink made a motion to transfer $3,966.99 from the micro loan account to the housing authority account. Berland second the motion and Ruder agreed.

Berland asked about the survey, Hrabe said he had eight (8) surveys and is looking for ten (10) to twelve (12).

Hrabe requested replacing Holly Buss Mettling with John Hilgers on the Airport Board. Ruder made a motion to appoint John Hilgers to the Airport Borad. Berland second the motion and Hilbrink agreed.

Butch Post was in to request the commissioners approve and sign the application for Incident Support Program. Ruder made a motion to allow Post to be on ISP Team and to sign the application.  Berland second the motion and Hilbrink agreed.

James Bates, former Road employee was in to discuss being let go from employment. Mr. Bates stated his employment history. He returned to the area two years ago and decided he wanted to work. He discussed the working environment and the personalities in the road department. Mr. Bates also discussed an incident where he was told he hadn’t stopped at a stop sign. At the end of the job, the supervisor gave him a letter of termination and when asked for a reason, was told it was over safety issues and he didn’t fit in with the other employees. He is requesting to be reinstated. It is a job he wants to do and a job he likes. He is asking for a fair shot and the opportunity to work.

Berland asked about the stop sign incident. Mr. Bates said Bouchey mentioned the incident when he was terminated but it happened weeks prior and there was no communication at the time. Ruder said the commissioners will have a conversation and take his request under advisement.

Ruder made a motion to sign an amended payroll for an employee. Berland second the motion and Hilbrink agreed.

The commissioners reviewed July 31st minutes. Ruder made a motion to accept the minutes with corrections. Berland second the motion and Hilbrink agreed.

Mike Klein, Weed Director, requested to purchase a A/C Unit for the weed department. Hilbrink made a motion to allow Klein to purchase a A/C Unit in the amount of $919.00. Berland second the motion and Ruder agreed.

Kim Northup, County Treasurer, presented the county’s quarterly report. The commissioners approved the report.

Hilbrink made a motion to sign July 31 minutes. Berland second the motion and Ruder agreed.

Gary Knight requested transferring $4,249.75 from General Fund to the Sheriff Equipment Reserve. In December, 2022 he paid for a radio in error. Motorola refunded the check when the error was found. The refund check was put into the General Fund as misc. income. To move the funds back into the Special Equipment a motion was needed. Ruder made a motion to transfer $4,249.75 from the General Fund to the Sheriff’s Special Equipment.  Hilbrink second the motion and Berland agreed.

Ruder made a motion to review and approve the weekly vouchers as follows. Berland second and Hilbrink agreed.

Ruder made a motion to adjourn the meeting and reconvene at the fairground’s office. Berland second the motion and Hilbrink agreed.

Ruder reopened the meeting at the fairground’s office with Hilbrink, Berland and Correna Swaney, Deputy Clerk in attendance. Kelly Muir and Dean Hrabe showed the commissioners around the grounds making notes at to improvements and areas and buildings that need repairs or updated.

With no further business, Ruder made a motion to adjourn the meeting. Hilbrink second the motion and Berland agreed.
