AUGUST 15, 2023
The Rooks County Board of Commissioners met with the following present: Chairman, John Ruder, and Members Tim Berland and Kayla Hilbrink. Laura Montgomery, County Clerk, was present to record the minutes. Virgie Laska was present to write a report for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.
The agenda was accepted as presented.
Roger Morris was in to discuss road concerns with the commissioners. Section Line in Plainville City to Y Road, there are 11 potholes. He measured each pothole and they range in size from 20 to 70 inches wide. The edge and sides of the road are also deteriorating. Morris is asking for the plan to repair the road. Ruder said the county chip-seals paved roads and it should be done later in the year. He will ask Rich Bouchey to confirm.
The commissioners reviewed August 8th minutes. Ruder made a motion to approve the minutes with corrections. Berland second the motion and Hilbrink agreed.
Ruder made a motion to sign a refund check from the IRS in the amount of $11.50. Berland second the motion and Hilbrink agreed.

Montgomery presented Resolution 2023 – R -6, to abate delinquent severed mineral interest that are no longer on the tax roll because the term has expired. Ruder made a motion to approve and sign Resolution 23-R-6. Berland second the motion and Hilbrink agreed.
Hilbrink weekly report: There was an Eco Devo meeting on Monday. Mark Lowry present information on Make My Move. It is a program to get people to move back into the rural areas. Roger Hrabe, will look to see if it will be a good program for the County. Hilbrink said there was a good turnout every night of the Fair. Heartland presented a check to the Fair Board for $12,000 on Thursday.
Rich Bouchey, Road Supervisor, was in with his weekly report: Bouchey presented the monthly fee reports and a report from the State of Kansas Department of Health and Environment on ground water.
Ruder made a motion to endorse the landfill check for $21,065.50. Berland second the motion and Hilbrink agreed.
Bouchey and the commissioners discussed roads. The road crew were working on 16 Terrace and are now on N Terrace at 6 Road. Brown has been busy replacing road signs.
Ruder asked about the plan this fall for chip/seal. Bouchey said is he holding off doing the annual chip/seal until after the Zurich Project is completed because he wants to make sure there is enough funding. Bouchey and the commissioners discussed the request by Roger Morris on Section Line Road. Bouchey said the road is on the list to be chip/seal this fall. The commissioners asked Bouchey to find a way to fix the potholes before this fall. Bouchey and the commissioners discussed purchasing and availability of chat for chip/seal.
The Commissioners and Bouchey discussed Mr. Bates request from last week’s meeting. Bates said he had no hard feelings about being let go but he wants to come back to work. Hilbrink asked if Bouchey had document the incidents and said this should be kept in the personnel file. Bouchey said when two employees retired later this year, he will need to scale back again. He doesn’t have time or an employee available to train new employees.
The commissioners discussed why people are not applying, they feel it is because of the wages. Hilbrink asked if we need look at another way to increase wages. The health insurance not enough to attract employees.
Berland weekly report: He had complaints about potholes. He drove around some of the roads. He said he noticed which roads had been graded. He feels the conditions of the roads are starting to improve.
Ruder weekly report: He said the events at the fair good and the carnival was good and it was clean. He noticed the 4-H food stand was very busy. The asphalt was a bonus concerning the dirt.
Ruder said the purchase of the land in Plainville for a new ambulance barn is on the City’s agenda tonight.
Ruder made a motion to review and approve the weekly vouchers as follows. Berland second the motion and Hilbrink agreed.
