COMMISSIONERS’ PROCEEDINGS

April 25, 2023

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Members Tim Berland and Kayla Hilbrink. Correna Swaney, Deputy County Clerk, was present to record the minutes.  Virgie Laska was present to write a report for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance

The agenda was accepted as presented.

The commissioners review April 25, minutes. Ruder made a motion to approve the minutes with correction. Hilbrink second the motion and Berland agreed.

Gary Knight, County Sheriff, was in to discuss the Dare Program. They are having a BBQ at Stockton City Lower Park on May 5 for the fifth (5th) grade classes from Stockton, Plainville, Palco and Damar. Stockton Fire Department is grilling. Knight is asking for $3,000.00

Ruder made a motion to take $800.00 from the alcohol program and $2,200.00 from Federal Land payment. Berland second the motion and Hilbrink agreed.

Knight and the commissioners discuss the new radios being purchased. Knight plans to give a couple older radios to the Weed Department.

Ruder requested an executive session for ten minutes from 9:20 to 9:30 to discuss non-elected personnel. Those in attendance were Ruder, Berland and Hilbrink. Berland second the motion and Hilbrink agreed. Upon return to open session, there was no further discussion.

Bouchey presented the farm lease from Steve and Ryan Hageman. Ruder made a motion to accept and sign the check. Berland second the motion and Hilbrink agreed.

Bouchey and the commissioners discuss the Landfill Spring Clean-up for Saturday April 29. The hours the landfill will be open are 8:00 am to 3:30 pm. Bouchey has 15 people to help. Eric Biggs has been offered another job. Bouchey would like to find a way to keep him employed. He is key personnel at the Road Department. He has been reclassified three times since he started because he is doing a great job.       

Ruder requested an executive session for ten minutes from 9:35 to 9:45. Those in attendance were Ruder, Berland, Hilbrink and Bouchey. Berland second the motion and Hilbrink agreed. Ruder requested five more minutes. Upon return to open session, there was no further discussion.

Ruder asked Bouchey if he had talked to Gail Strutt. Bouchey said no.  

Hilbrink requested an executive session for ten minutes, from 10:09 to 10:19 to discuss non-elected personnel. Those in attendance were Ruder, Berland, Hilbrink, County Attorney Muir, Sadie Look and Rich Bouchey. Ruder second the motion and Berland agreed. Ruder requested an additional ten minutes. Upon return to open session, there was no further discussion.

Ruder requested an executive for ten minutes 10:35 to 10:45 to discuss non-elected personnel. Those in attendance were Ruder, Berland, Hilbrink and County Attorney Muir. Berland second the motion and Hilbrink agrees. Upon return to open session, there was no further discussion.

Ruder requested the county cancel the May 2nd sale of the Plainville property. The Commissioner’s requested both Stockton and Plainville newspapers be notified and a notice placed in each paper. They also requested it be posted to the Clerk’s Facebook page.

April Brown, Register of Deeds, was in to discuss cost of living increase for 2024 budgets. Commissioners discussed a three percent (3%) as well as having a Budget workshop and meeting with each department separately.

Hilbrink made a motion to approve and sign Resolution #23-R5 to increase wages for election workers. Ruder second the motion and Berland agreed.

Ruder made a motion to sign the Lease purchase agreement with Astra Bank for 2017 Caterpillar Excavator. Hilbrink second the motion and Berland agreed.

Ruder received a call about township and cemetery boards carrying some type of liability insurance. Ruder had Montgomery draw up a letter. After some discussion the Commissioners decided to table the matter.

Ruder made a motion to review and approve weekly vouches as follows. Hilbrink second the motion and Berland agreed.

Ruder weekly report: He wants to thank everyone on the committee board and congratulate them on the amazing job they did on the 100th Centennial Celebration.

Berland weekly report: Thank you and what a super job the committee did for the celebration.

Hilbrink weekly report: She also said thank you and what a great job everyone did. Last week she was at a BCBS conference and this week she will attend the KAC conference in Hays.

With no further business to transact, Ruder made a to adjourn the meeting. Hilbrink second the motion and Berland agreed.
