COMMISSIONERS’ PROCEEDING

October 31, 2022

The Rooks County Board of Commissioners met with the following present:  Chairman, John Ruder, and Member, Tim Berland. Member, Greg Balthazor was absent. Laura Montgomery, County Clerk, was present to write the minutes.  Virgie Laska was present to write a report for the Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.

The agenda was accepted as presented.

Mark Lowry with Heritage Insurance, was in regarding the bids for insurance. He had questions as to how and what the commissioners are looking for. Usually, the county does a request for bids with details of expectation. Berland said that since he has merged with another company in Texas, that most of the money goes to Texas. Lowry corrected him. Lowry is the owner of the company and the payroll is out of Rooks County. It is a business partnership. There are agencies here in Kansas and in Texas and the company in both states are growing. None of what the County pays in premiums goes to Texas, all of it stays in Kansas. K-Camp is a pool group and not an insurance group. Berland mentioned the $1,000 deductible on vehicles that is new this year.

The commissioners review the minutes from October 25, and accepted as presented.

The commissioners reviewed a letter from EMC Insurance.

Ruder weekly report: He attended a flag presentation at Red Bud Village. Jerry Moran presented Richard D Cherry and William “Bill” Wilson flags that flew over the capital to honor them as the last two WWII veteran in Kansas.

Berland weekly report: He received a few calls about roads in Balthazor area. One concern was how long it has been taking to get the road rocked. There are only two trucks hauling rock. The other was on the grader man out by the City of Woodston. He received a call from Brumbaugh, the road crew have been out there with water but the road is still a little rough.

Zac Brown, Custodian, said he order a new motor for the vent hood (exhaust fan) at the golf course in the amount of $493.00. And he has the furnace going.

Berland made a motion to sign the October 25th minutes. Ruder second the motion.

Ruder didn’t talk to Steve Wilkens but he talked to Roger Hrabe. Hrabe said the City of Stockton is interested in doing an IRB for Wilkens Manufacturing.

There was a Red Bud Board meeting last Wednesday. The long-term care unit is full with 33 beds but there are only eight units in the assisted living building being used. They had a couple of minor leaks in the floor that have been repaired. In the long-term care unit, masks are optional. They are still using the agency some as they are mostly staffed now. The feasibility study has been completed and they are moving forward on some things. The next meeting is in December and they will pick a site. The commissioner discussed the plans for the future of the nursing facility.

Ruder made a motion to approve and sign payroll and end of the month and weekly vouchers as follows. Berland second the motion.

With no further business to transact, Ruder made a motion to adjourn the meeting.  Berland 2nd the motion and Balthazor agreed.
