NOVEMBER 5, 2019
The Rooks County Board of Commissioners met in regular session. Those present were the Commissioners: John Ruder, Corky Hagan, and Greg Balthazor. Ruthmary Muir, Rooks County Clerk, was present to write the minutes, and Virgi Laska, with the Stockton Sentinel, was also present. All rose to recite the Pledge of Allegiance. The agenda was approved.
The minutes of October 29th and October 31st were reviewed. Ruder made a motion to approve the minutes of October 29th with a minor correction; and, also to approve the minutes of October 31st as presented. Balthazor seconded the motion, and Hagan agreed. After the minutes were printed, Hagan made a motion to sign the minutes of October 31st as corrected and the minutes of October 31st as presented. Ruder seconded this motion, and Balthazor agreed.
In weekly reports, Commissioner Hagan said the NWK Planning and Development meeting had been cancelled. The next meeting will be the annual meeting scheduled for November 21st. Hagan may be unable to attend the annual meeting due to scheduled appointments.
Commissioner Balthazor reported he had drove some roads. He would relay information along to the Road & Bridge Supervisor. Balthazor had met with some EMS personnel. He let them know that the County is willing to help financially with the EMT training program. Balthazor said he would be joining a conference call with Work Force One that afternoon.
Commissioner Ruder had attended a Strategic Planning meeting that was held in Stockton. The meeting had several in attendance and was very informative. Plainville High School students are interested in pursuing a teen center in Plainville, a community garden was discussed, and the Shop 365 Rooks County program urging residents to shop locally is in force.
Only one voucher was approved for the week. Ruder made a motion to approve a voucher from the Health Department in the amount of $249.15. Hagan seconded the motion, and Balthazor agreed.

Rich Bouchey, Road & Bridge Supervisor, reported that he has a new employee who is working and on the standard 90-day probationary period.
Bouchey gave his department reports, and said he is still trying to figure out how to handle the repairs on the oil distributor. Also, the belly dump is in the shop getting brakes, and the Volvo truck is at I-70 in Hays with an injector problem.
Balthazor reported his road concerns to Bouchey. Bouchey said the work that needs done at North 13th & Pine St. north of Stockton will turn into a huge job with the work needing done for a mile or so into town.
Kim Northup, County Treasurer; and Heather Poore, County Appraiser came to the meeting with reports about Poore’s BOTA hearings. Poore had hired Michael A. Montoya, P.A. an attorney from Salina for his services for the BOTA hearings. Montoya had also worked with the County Treasurer on a delinquent oil tax statement. Poore said she had no budget to pay the bill this year, and asked if the Board would be willing to help pay the billing. Ruder made a motion to pay the bill from Montoya in the amount of $1,220.00 Hagan seconded the motion, and Balthazor agreed. Northup asked the Commissioners about pursuing some older delinquent personal property statements. The Commissioners asked Northup to get some figures together to see how profitable pursuing them would be.
Kim Northup, County Treasurer, asked about getting some out-door Christmas decorations. She would acquire these with some funds from her Special Vehicle Fund. Ruder made a motion to approve the purchase of out-door Christmas decorations to be paid out of the Treasurer’s Special Vehicle fund. Balthazor seconded the motion, and Hagan agreed.
With no further business to transact, Ruder made a motion to adjourn the meeting. Balthazor seconded the motion, and Hagan agreed.
