NOVEMBER 27, 2019

The Rooks County Board of Commissioners met in special session for the purpose of approving the end-of-the-month payroll and vouchers on Wednesday, November 27th.  Those present were the Commissioners:  John Ruder, Corky Hagan, and Greg Balthazor.  Ruthmary Muir, Rooks County Clerk, was present to write the minutes.  The Pledge of Allegiance was recited, and the agenda was approved.

The minutes from November 19th were reviewed.  Ruder made a motion to accept the minutes as presented.  Balthazor seconded the motion, and Hagan agreed.  After the minutes were printed, Balthazor made a motion to sign the minutes of November 19th.  Ruder seconded the motion, and Hagan agreed.

Gary Knight, Rooks County Sheriff, was present to update the Board with sewer issues he is having with the bathrooms leaking at the jail. 

Knight mentioned he had hired Mary Collins as a jailer.  She will be starting December 1st

Knight also mentioned the heaters will be installed soon by Normandin Heating and Air Conditioning. 

In weekly news, the Commissions had all received a couple of calls asking why the blades were not out working after the snow. 

Commissioner Balthazor reported on the NWK Planning and Development annual meeting he had attended in Hill City. 

Commissioner Ruder said the Red Bud Village Board meeting that was scheduled for the previous Thursday had been re-scheduled due to a lack of quorum. 

Roque Garcia, Rooks County Custodian, presented a second billing from Glassman’s for approval.  Glassman’s had replaced the fan coil units.  Hagan made a motion to approve the payment of this Glassman billing.  Ruder seconded the motion, and Balthazor agreed. 

Amended budgets for the Economic Development Expandable Trust Fund and the Rooks County Golf Course were presented.  Balthazor made a motion to sign the amended budget Certificate Page.  The Notice of Hearing has been published, and the hearing is set for December 17th at 10:00 am.    Hagan seconded the motion, and Ruder agreed. 

Ruder made a motion to sign the preservation plan and the grant application to the Kansas Historical Society for the exterior maintenance on the Courthouse.  Hagan seconded the motion, and Balthazor agreed. 

Rich Bouchey, Road & Bridge Supervisor, discussed purchasing some new trucks.  Rooks County’s trucks are older, and needing more and more repairs.  Bouchey will look into some lease/purchase programs.  There are three fairly local vendors:  I-70 Truck Repair, Bruckner’s, and Kenworth’s. 

Bouchey said the Volvo is still not working after returned from I-70 Truck Repair.  It has been back to the shop twice now. 

Bouchey said he plans to get the clean-up in the Circle pasture done by December 20th, which is the last date it can be completed without asking for an extension. 

The Commissioners and Bouchey discussed some road, maintenance projects; and Bouchey was told a thank-you was received from Dave Davignon for the tube installed at P/2 Road. 

There was discussion about the Road & Bridge Department’s hours and the right time to change from 4-10’s back to 5-8’s (summer hours to winter hours).  This will be looked into. 

Bouchey was told that Pheasants Forever would like to purchase a recycling trailer.  Hagan had been asked about it.  Bouchey would like to keep the trailers, hoping to get the recycling program started back up when Osborne County will be able to take the recycled materials again. 

Butch Post, Emergency Preparedness Director, presented quotes for a laptop computer and monitor.  Hagan made a motion to approve the purchase of the needed computer equipment.  Balthazor seconded the motion, and Ruder agreed.  Post will pay for the equipment out of his funds. 

Post updated the Board about several fires in Rooks County – there had been one electric voltage line down around AA/25 Road and three other grass fires.  The electric wire fire caused barricades to be put up overnight on the County road, and they will need to be blocked off once again for a couple of days when repairing the wires. 

Hagan made a motion to review, approve and sign the end-of-the-month vouchers and payroll.  Balthazor seconded the motion, and Ruder agreed.
