COMMISSIONERS’ PROCEEDINGS

January 16, 2024

The Rooks County Board of Commissioners met with the following present: Chairman, John Ruder, and Member Jake Prockish. Member Tim Berland was absent. Laura Montgomery, County Clerk, was present to record the minutes. Virgie Laska was present to take notes for Stockton Sentinel. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.

Montgomery asked to be added to the agenda in place of Eric Biggs since he was unable to attend. The agenda was accepted as presented.

Butch Post, EMD and Gary Knight, Sheriff was in to request using ARPA Funds to replace two radios. There is one in the EMD office and one in the Emergency Trailer, but they don’t accept the new encryption. The estimate cost is $8,500 for two radios. There is $418,267.74 now and the county has obligated $280,000 for transfer of funds at the end of the year and for the ambulance on order.

Prockish made a motion to purchase two radios out of the ARPA Fund. Ruder second the motion.

Ruder made a motion to pay KU Education in the amount of $550 out of the DARE Fund. Prockish second the motion.

Ruder made a motion to allow Adam Bryant to purchase the county health insurance for February. Prockish second the motion.

Ruder made a motion to pay INA Alert out of the commissioner fund instead of EMD. Prockish second the motion.

Kim Northup, County Treasurer was in to request she be allowed to remove Hilbrink from the SNB county bank accounts and add Prockish.

Ruder made a motion to remove Kayla Hilbrink from Solution North Bank, Rooks County Accounts and add Jake Prockish. Prockish second the motion.

Danny Knoll, was in to discuss landfill concerns. Ruder made a motion to sign the landfill check in the amount of $13,433.90. Prockish second the motion. Professional Fire Services are going to be here tomorrow to do the annual inspection on the fire extinguishers.

Knoll requested reclassifying Chet Rudman if the commissioners decide to make him Sanitation Supervisor.

Knoll discussed the fencing at landfill. There is a group at Alton and he would like to have them come help install the fence.

Ruder made a motion to update and appoint the following persons to the Solid Waste Committee 2nd Prockish.

Montgomery requested putting Deco. Window film on the lower windows panes in her office. The commissioners agreed as long as the film was colorless.

Montgomery requested a resolution to update fees for county offices. Ruder made a motion to sign Resolution 2024-R2 setting the fees charged by the county offices. Prockish second the motion.

Ruder made a motion to go into executive from 9:50 am to 9:55 am with Ruder, Prockish and Montgomery to discuss non-elected personnel. Upon returning to open session there was no further discussion.

The commissioners reviewed January 2nd, 8th and 9th minutes. Ruder made a motion to approve the minutes with corrections. Prockish second the motion.

Ruder made a motion to go into executive session from 10:04 am to 10:14 am with Ruder, Prockish and Ronda Morgan to discuss non-elected personnel. Prockish second the motion. Upon returning to open session there was no further discussion.

A letter was received from Kansas State Department of Revenue approving Ronda Morgan as interim appraiser.

Received from Kansas Division of Environment Public Notice No. KS-Q-11-2239 for the City of Palco. The permit is for their wastewater stabilization lagoon system.

A Thank You Card was received from Martha Blair for the memorial from the county for her father Jim Karns.

The commissioners reviewed the Treasurer’s Quarterly Statement for December 31, 2023.

The commissioners received a letter from Plainville After Prom Committee for funds to support the After Prom. Ruder made a motion to allow Plainville, Stockton and Palco school districts $400 each out of the Alcohol Fund. Each district must request the funds.

Prockish made a motion to sign January 2nd, 8th and 9th minutes. Ruder second the motion.

There is a program through the State of Kansas called ADOPT Program. Grant deadline is January 31 and the commissioners would like Roger Hrabe to follow up with this. Prockish will discuss with him and RCED Board.

Prockish made a motion to add Doug Wilfong to the E-Community Finance Board. Ruder second the motion.

Prockish weekly report: Biggs said they have been running graders all weekend long to remove the snow. There was Golf Course Board meeting last Thursday. They discussed tree removal.

Ruder had several calls from people who needed roads open. Ruder already passed this along to Biggs.

Ruder made a motion to review and approve the weekly vouchers as follows. Prockish second the motion.

Prockish made a motion to have the weekly and end of month meeting on Wednesday, January 31st. Ruder second the motion.

Ruder made a motion to allow 3% COL for all eligible personnel. Prockish second the motion.
