The Rooks County Board of Commissioners met in special session for the purpose of approving the weekly and end-of-the-month vouchers and payroll.  Those presents were the Commissioners: John Ruder, Greg Balthazor, and Corky Hagan.  Ruthmary Muir, Rooks County Clerk, was also present. 

Gary Knight, Rooks County Sheriff, was present to discuss the dispatch fees he has requested from Plainville and Stockton cities.  Plainville City is asking some questions, and Knight would like to plan a ‘sit-down’ with County and City personnel to answer any questions they may have. 

Knight let the Commissioners know that the sprinkler break has been fixed at the jail for now.

Roger Hrabe, Economic Development Director, and Roque Garcia, Courthouse Custodian, presented a bid plan from Mid Continental Restoration from Fort Scott, KS.  The Board discussed both bids received and talked about how to proceed with the Kansas State Historical Society and Dane G Hansen grants.  Hrabe will contact people he knows from the Historical Society, ask questions, and get back to the Commissioners.  Grant applications from Dane G Hansen are available monthly.  The bid from Mid Continental Restoration was for $81,000.00.  Stockton Restoration’s bid was $88,000 for a four-year plan, paying $22,000.00 per year. 

Kim Northup, Rooks County Treasurer, was present to ask the Commissioners about procedures and costs for open records requests.  Northup feels that Rooks County needs a policy for departments to follow as the departments are getting more and more detailed open-records requests.  Northup presented an open-records request form for review.  Ruder made a motion to approve the Certification for Access to Public records form.  Hagan seconded the motion, and Balthazor agreed. 

Northup has received an open-records request from a company called PTX Tech asking for the 2018 tax roll file including tax bills for all properties – real & personal for Rooks County.  Northup asked about what price should be attached to these kind of requests.  After some discussion, Ruder made a motion to charge $.50 per parcel for this request.  Balthazor seconded the motion and Hagan agreed.  Northup will get in contact with the County Attorney for a response to this request. 

Northup mentioned her department has been notified by the State that they have signed up more people for donor cards than the other counties for two-month’s running. 

Ruder made a motion to review, approve and sign the weekly and end-of-the-month vouchers as follows.  Balthazor seconded the motion, and Hagan agreed

Heather Poore, Rooks County Appraiser, was present to ask the Board about using the Computer Fund for computers and IT security.  She reported a computer in her department needs replaced.  The Commissioners said that in the past, the funds would be looked at and possibly the Computer Fund could be used to help pay for part of the costs. 

With no further business to transact, Ruder made a motion to adjourn.  Balthazor seconded the motion, and Hagan agreed.
