COMMISSIONERS’ PROCEEDINGS

February 27, 2024

The Rooks County Board of Commissioners met with the following present: Chairman, John Ruder, and Members Tim Berland and Jake Prockish. Laura Montgomery, County Clerk, was present to record the minutes. Virgie Laska was present to take notes for Stockton Sentinel. Tonia Goertz with Plainville Times was present to take notes for the newspaper. Ruder called the meeting to order and asked all to stand and recite the Pledge of Allegiance.

The agenda was accepted as presented.

Danielle Muir, County Attorney, was in at the commissioners’ request. Ruder made a motion to go into executive session from 9:03 to 9:23 to discuss non-elected personnel with the three commissioners and Muir 2nd Berland and Prockish agreed. Upon returning to open session there was no further discussion.

Ruder made a motion to go into executive session from 9:24 to 9:30 to discuss non-elected personnel with the three commissioners and Muir. 2nd Prockish and Berland agreed. Upon returning to open session there was no further discussion.

Eric Biggs, Road Supervisor and Tim Colburn, was in with the road weekly report. Biggs present a check for reimbursement for rock in the amount of $2,325.00. Ruder made a motion to endorse the check. Prockish second the motion and Berland agreed.

Biggs presented two job applications. He hired one to run the grader in the Codell area.

Biggs and the commissioners discussed changing the valve on the oil tank at the landfill.

Biggs and the commissioners discussed roads.

Biggs is getting equipment ready to sell on purple wave.

Biggs and the commissioners discussed equipment and trading pickup trucks. Cat will be here next week and service equipment.

Biggs discussed the Local Road Safety Program we are enrolled in. It will cost more to stay in the program than to get out. He visited with several counties about the program.

Danny Knoll, Sanitation Supervisor, weekly report: Ray Swaney will be out to spray the back of the building. The fencing will be in next week. Knoll and Rudman are cleaning out the back area, getting ready it for spraying.

Kelly Muir, Rooks County Fair Board presented the 2024 Fair Board. Ruder made a motion to approve the 2024 Fair Board Members. Berland second the motion and Prockish agreed.

Muir requested a copy of the property that has been insured for 2024. Special Events Insurance is still through Garret Insurance Group.

The show arena addition is getting ready to go up and work is continuing on the 4-H building. The Fair Board updated rental prices and policies.

Muir requested having a grader from the road department to fill in the ruts and grade around the buildings. They also need some dirt for the track on the corners. The old poles left over from horse racing is coming up through the track and needs to be dug out.

Prockish weekly report: He said there was not much going on.

Berland weekly report: He said he drove a few roads, they are not that bad.

Ruder weekly report: He attended the meeting with LEPG by phone. There is a personality conflict between one of the county commissioners and Phil Murrow. Ruder discussed the meeting.

Ruder said the one of the bridges at golf course, is in disrepair and had been closed.

The commissioners reviewed February 20th minutes. Ruder made a motion to approve the minutes with corrections. Berland second the motion and Prockish agreed.

Ruder made a motion to endorse the check from State of Kansas for the Water Resource Building rent for $1,000. Prockish second the motion and Berland agreed.

Ruder made a motion to endorse the check from Twp #2 in the amount of $84.04 for bond insurance. Prockish second the motion and Berland agreed.

The commissioners received an invite to listen to Dan Hawkins speak about Medicaid Expansion in Plainville on April 11th at 6:00 pm. The event is being sponsored by Conservation Alliance of Rooks County.

Ruder called NW KS Planning and Development and asked about grant funding for the ambulances. Corrina Cox was out of the office and will call back later.

Prockish made a motion to review and approve the following weekly vouchers. Berland second the motion and Ruder agreed.

With no further business to transact, Ruder made a motion to adjourn the meeting. Prockish second the motion and Berland agreed.
