December 31, 2019

The Rooks County Board of Commissioners met in regular session.  Those present were the Commissioners:  John Ruder, Corky Hagan, and Greg Balthazor.  Ruthmary Muir, Rooks County Clerk was present to write the minutes.  Virgi Laska, with the Stockton Sentinel, was also present.  The Pledge of Allegiance was recited, and the agenda was approved. 

The minutes of December 17th were reviewed.  Ruder made a motion to approve the minutes of December 17th as presented.  Hagan seconded the motion, and Balthazor agreed.  After the minutes were printed, Hagan made a motion to sign the minutes of December 17th.  Balthazor seconded this motion, and Ruder agreed.

In weekly reports, the Commissioners reported a quiet period.  Balthazor had received a call from a property owner in Woodston City asking the Road & Bridge Department to quit driving across his property as they were cleaning up the lot next to his.  Ruder had received a call from on oil tank driver complaining about the ruts in the road.  Ruder reported another death of a nursing facility resident. 

Rich Bouchey, Road & Bridge Supervisor, had called to say he would not be in for his weekly report due to sickness in his family.  He reported that the truck that is getting repaired at this time has a different issue than at first thought.  The truck issue is the cylinder instead of the injector that needs repaired. 

Gary Knight, Rooks County Sheriff, was in to report his department had to shut down a jail cell pod because of the rain leaking through the skylight.  Calls have been made to get this issue fixed.  Knight said the radiant heaters and the mini-split have been installed, and he can already tell a significant difference with them installed.  Knight will dispose of the old heaters, probably through Purple Wave Auction.  The Board discussed pickups with Knight.  Also, Knight is working on an article to put in the newspapers about the transitioning of law enforcement between the City of Stockton to Rooks County. 

Knight has received six (6) new credit cards with Solutions North Bank.  The old cards have been destroyed. 

The Commissioners received an invitation from High Plains Mental Health for a program called “Hope in the Heartland”.  The programs will be Saturday, February 8th, at the Memorial Union Ballroom on the FHSU campus. 

A thank you card was received from Roger Hrabe, thanking the Commissioners for the Christmas gift card. 

The Commissioners had approved, earlier in the year, for the County Attorney to get reimbursed $75.00 per month to use her personal cell phone for County business.  Ruder made this a motion:  to reimburse Danielle Muir, Rooks County Attorney, $75.00 per month for the use of her personal cell phone being used for County business.  Hagan seconded the motion, and Balthazor agreed. 

After some discussion, Ruder made a motion to set the Commissioner’s pay at $1,739.27 per month.  Hagan said he would like to add to the motion that the Commissioners would not receive any mileage pay except for attending special conventions or events.  Ruder revised his motion to set the Commissioner’s pay at $1,739.27 base pay, and the Commissioners will not receive monthly mileage pay but get mileage when attending special events using a personal vehicle.  Hagan seconded the motion, and Balthazor agreed. 

Hagan made a motion to review, approve and sign the year-end vouchers, payroll, and transfers.  Balthazor seconded the motion, and Ruder agreed.

With no further business to transact, Ruder made a motion to adjourn the meeting.  Balthazor seconded the motion, and Hagan agreed.  Happy New Year to all.
